I'm not sure but it increasingly looks to me like this is exclusively an Adobe/Magento problem, so that's probably where your efforts should be directed. Sounds like they should figure out how to properly allow their customers to manage package access.

Why are you spreading the purchase to multiple accounts? Use the same account to purchase all the modules you need for a project, or ask Adobe to provide separate subdomains?

No, looks like just an oversight it didn't get deleted as part of the v2 changes.
Add extra.plugin-optional to auto-disable plugins in non-interactive mode
@AndreasA There are a lot of them (basically all custom installers) which are not optional, would argue that's the majority of plugins. And they would break if we made this change now. So no, this definitely is the right way of doing it.
