Password Recovery (also initial password setting) broken on 4.5.1 with postgres ( 9.6.22)

Thanks, I suppose we'll need to add coverage for this in the test suite as it was only tested manually on mysql.

Fix test on non-UTC platforms

@derickr I've added a ---INI--- section to force timezone to UTC.

Somehow the file shows as binary so I've decived to open a PR vs pushing directly to master ;-)
