Always only permit localhost access to Caddy admin api

This does not need to be exposed to the user at all since all configuration is done via labels and metrics are exposed separately.

When testing, this also seemed to fix the ordering cycle on shutdown, which is odd. I'm investigating if this was a fluke or not.

Switch to compose binary instead of container image

Now that we are switching to using Ubuntu images across all cloud providers, we can install docker compose on all systems, and not need to rely on the docker/compose container -- looking at you, GCOS.

Pull container images when restarting applcation

Previously, this relied on implicit pulling when starting the application, which sometimes did not respect the specified pull_policy. Since we always want the latest version of application images, this PR adds an explicit d-c pull when starting the image to make sure the latest images are available, and fully brings the application down instead of just stopping it to make sure the latest images are used when starting again.

Also fixes a typo in the webhook folder name.
